Waun Maenllwyd Wind Energy Hub (DNS CAS-02650-B0P0M9) – Launch of Pre-Application Consultation.

“Belltown Power intends to submit our proposals for the Waun Maenllwyd Wind Energy Hub to Planning and Environment Decisions Wales (PEDW) later this year. We are proposing to build and operate a wind energy hub consisting of six wind turbines, five with a maximum tip height of 200m and one with a tip height of 180m, together with associated equipment, infrastructure, access and ancillary works. The proposed development is located southeast of Llanddewi Brefi and northeast of Lampeter, with the turbines located in Ceredigion and most of the access track within Carmarthenshire. A site location plan can be found on the project website, alongside all other draft application documents.  

We are also applying to deregister a small area of the access track from common land and provide the equivalent replacement land in exchange.  The grid connection would be via wooden poles to Lampeter; there are no new pylons proposed for this project. 

Following a successful non-statutory consultation in June 2023 with public exhibitions in Llanddewi Brefi and Lampeter, we are now undertaking a period of formal pre-application consultation on the draft proposals. As part of this consultation, the draft planning documents and more information about the project is now available on the website at www.waunmaenllwyd.com

Bin Collections

From 23 June 2025 most properties will be able to put out a maximum of three “black bags” every three weeks at the kerbside.

The bags should be standard household black bags (60 litres), no larger than the clear recycling bags. Bags should not weigh more than 20Kg

West Wales Rivers Trust

  • West Wales Rivers Trust (WWRT) have booked Cellan Millennium Hall for a presentation/consultation on the ’Peoples Plan for the Teifi’ (https://westwalesriverstrust.org/peoples-plan-for-the-teifi/ and https://www.southwalesguardian.co.uk/news/24915529.peoples-plan-teifi-west-wales-rivers-trust/).  It aims to be completed by the End of March.  As part of this Joe Wilkins from the Trust is running a short presentation/consultation on the plan, and how the public can contribute and ‘have your say’, at the hall on Monday 10th March 7.30pm – 8.30pm.  It is an open meeting, and all are welcome.  Regardless of any largescale developments in the area some may be concerned/interested in the river anyway and want to take part in the discussions.  With the developments in mind some may come to and discuss the potential impact and effect on what is an important conservation site and also one of special scientific interest. 

Climate Change

A ‘Climate Conversations’ facilitatedworkshop will be held as part of the Welsh Government’s ‘Wales Climate Week 2024’ initiative in Cellan Millennium Hall on Wednesday 15th January from 2pm until 4.30pm.   

The aim of the workshop is to provide a forum for open and respectful discussions and allow our local community to join in with conversations around the central theme for the Wales Climate Week, “adapting to our changing climate”.   

This workshop is not part of any consultation on plans for the development of Pylon infrastructure or Wind farms nor is there any association to any business or private group involved in such developments. It is an opportunity to discuss; the wider issues of climate change, the impact it is having on our community and our thoughts on the actions needed to  address them.  The conclusions will be fed back to the Welsh Government. 

Due to space constraints places will be limited to around 40 participants so if you wish to attend could you please reply to the clerk to the council.

Proposed Changes to Llanfair Clydogau and Cellan Community Council

Ceredigion Community Review – Draft Proposals | LDBCW (gov.wales)

I am writing to you as Chairman of the Llanfair Clydogau and Cellan Community Council (CC) in Ceredigion, with the approval of the CC, to object to these boundary changes.

In our previous letter of objection, the Clerk stated that new Councillors had been elected and we were looking forward to developing new ideas and serving the community going forward.

Since this time the CC has :

·        Developed a website.

·        Supported, both materially and financially, a local community Saturday bus service running between Lampeter, Llanfair and Cellan. The CC received a ‘highly commended’ award, for this initiative from One Voice Wales.

·        Opposed the setting up of a scheme by a certain individual, to sell land that he had bought, and had no access to. Neighbours surrounding this land above the village of Llanfair had been threatened verbally with being denied access to their properties. This matter is ongoing.

·        Following a request from a Cellan and Llanfair action group, supported opposition to the proposed construction of an ‘Energy Park’ above Llanfair, and electricity pylons being constructed down the Teifi Valley through both parishes, but mostly through Cellan.

·        Given money to local charities and a local male voice choir.

These are important issues that are best dealt with by a CC in touch with its own communities, and not by an arbitrary amalgamation of CCs. This would inevitably lead to reduced representation for Llanfair ad Cellan, with only four representatives from this Community.

It is also not clear to me how the precept would be divided up equitably with such reduced representation. Llanddewi Brefi CC have a financial interest in their own community hall.

The villages of Llanfair and Cellan are in close proximity to Lampeter, where residents would go for  shopping, medical needs and banking. I fail to see why they would go to Llanddewi for any of these functions, and therefore have any interest in this distant village.

Anyone with a grasp of local geography would see this, and not amalgamate Llanfair and Cellan into a ward entitled Llanddewi Brefi.

All councillors are volunteers giving of their time to serve their community, with a strong voice. Attending meetings five miles away instead of one mile, and with a reduced representation, in my mind, is unlikely.

It is the view of this CC that the boundary proposal document is not in the best interests of the local community, and does not provide ‘more effective and convenient local government’.

CEREDIGION COMMUNITY HOUSING SCHEME

A new Community Housing Scheme has recently been launched by Ceredigion County Council. Affordable Housing in Ceredigion is a key priority of the Local Authority, and the Council deploys significant resources in creating and managing affordable housing. The ‘Community Housing’ scheme seeks to support people with affordable housing in their local communities by creating pathways to home ownership. The most common way to do this is through a shared equity product.

  • Potential purchasers get a mortgage for c.55 – 75% share of the home
  • The Council holds a share
  • The Council offers an opportunity for the owners to ‘staircase up’ to higher share ownership of the property over time as their circumstances change

To maximise the support available to residents, the maximum amount of shared equity percentage the Council may contribute is:

  • occupiable housing – no more than 20%
  • registered empty properties – no more than 40% reflecting the higher costs in bringing empty homes back into substantive use

At future points occupiers can look to staircase out of the scheme by increasing their Equity share.

The maximum house price cap of £300,000 is set for 2023/24, which will be reviewed annually.

The scheme will be managed on a first come, first served basis and it is important to note participation in this scheme does not prohibit householders from accessing other support such as empty property grants etc.

Successful applicants will be required to repay the cash amount loaned OR the equivalent percentage value of the property, whichever is higher, and the Council loan can be for a period no longer than the period of the associated mortgage.

Repayment staircasing intervals at years 5, 10, 15, 20, 25 with the flexibility to allow applicants to come forward before these points if they are in the financial position to do so. Applicants will only be allowed to repay their equity in increments of 5%. At these intervals, if there is a request to purchase equity from the LA there will be a requirement for a valuation to ascertain the market value. Once this is agreed the applicant will be required to purchase the percentage equity based on the current market value or percentage of amount borrow, whichever is the greatest to protect the LA’s interests.

To qualify for the scheme, the following criteria must be met:

  • the property must be located within Ceredigion local authority area
  • applicants must have a minimum deposit of 5% of the full purchase price
  • the applicant must not own any other properties
  • applicants must have 5 years occupancy in Ceredigion at any point in their lifetime (or specific Key Worker / Carer exemptions) and
  • applicants must not be able to afford a mortgage for 10% more than the valuation of the property minus the proposed council contribution

Business Grants

As part of the Plaid Cymru Ceredigion Manifesto and the Corporate plan in supporting economic development and businesses, Ceredigion County Council are delivering the Cynnal y Cardi Fund via the Shared Prosperity Fund.

The grant will be delivered through two approaches:

a) Small Business Grant – £1,000 – £10,000

b) Business Development Grants – £10,001 – £50,000.

Larger bids will not be excluded but a robust rationale will be required.

Each grant award will be based on 80% of eligible costs.

Examples of Eligible Costs for these grants:

• Marketing and publicity costs

• Training participant costs e.g. allowances, travel expenses

• Small items of equipment

• Purchase of new or second-hand equipment which will further

   develop the business.

• Improvements to commercial premises to further development

   the business (including fixtures and fittings, furniture, and

   general office equipment etc. as part of a new office or outdoor

   facilities).

• Changing of existing lighting, heating to green options

• IT and Telecom hardware if linked directly to the delivery of the

   proposal.

Courier Fraud Awareness

Dyfed Powys Police have started to see a rise in ‘Courier Fraud’.

• Courier Fraud is not the fake DPD or Royal Mail text type scam.

• Courier Fraud involves a criminal pretending to be a police officer and phoning you.

• Courier Fraud results in a criminal collecting money or bank cards from you personally.

These frauds are predominantly aimed at those using landlines and those that will not question if the person at the other end really is who they say they are.

The current version of the fraud works by the criminal phoning the victim stating that they are a police officer and that they have someone under arrest for fraudulent use of their credit or debit card.

The criminal may state that the person in custody is a relative of the victim, and that the victim is under caution and cannot tell anyone else about the call.

The criminal will then go on to get the victim to either withdraw money for some spurious reason or gain details of their credit/debit card.

The reason it is called Courier Fraud is because the result is the criminal tells the victim that a courier will be collecting the money or card and PIN.

The courier will be the criminal – who will pretend to be a courier or the ‘police officer’ that spoke to the victim.

They will reassure the victim that the money will be held in safe keeping and be returned or refunded.

The reason for collecting the money will normally be that the bank has rogue staff that are putting counterfeit money in the withdrawals that people request.

• The police will never phone you and ask you to convey details of your debit or credit card

• The police will not caution you over the phone and ask you to collect money

• The police will not contact you to tell you your debit or credit card has been cloned

• The police, or your bank, will never ask you to withdraw money or transfer it to a different account

• The police will never ask you to reveal your full banking password or PIN

• Phone a family member or friend to make sure the line has cleared and then phone 101 to report to police
